8(a) SOLE SOURCE PROCESS

Step 1

Identifying the requirement/task to develop the statement of work and discuss funding with the end-user and related parties

Step 2

Submittal of procurement request to the contracting officer

Step 3

A. Up to $250K Agency can directly award MIG GOV a firm requirement that is at or below Simplified Acquisition Threshold (SAT) per FAR 19.804-2
B. $250K – $7M Contracting officer prepares and submits an “Offering Letter” (see template letter attached) directly to the SBA office for approval per FAR 19.804-4

A contract is awarded to MIG GOV to fulfill the requirement

8(a) PROGRAM BACKGROUND:

Section 8(a) of the Small Business Act created a business development program that enables the SBA to assist small disadvantaged firms to develop their businesses. A firm is rigorously evaluated on its ownership, operations, financial health and past performance before being admitted to the program. Once accepted, the firm is required to provide SBA a detailed business plan and show continued success as a viable, strong business entity. The program runs for a period of nine years. The SBA has signed Memorandums of Understanding (MOUs) with Federal Agencies allowing them to contact directly with certified 8(a) firms. Participants can receive sole source contracts, up to a ceiling of $4 million for services and $7M for manufacturing.
